Political Bureau stresses importance of winning three critical battles in 2020.
The Political Bureau of the Communist Party of China Central Committee called on Friday for solid efforts to deepen reform and expand opening-up, amid tensions in the external environment, to ensure that the goal of building a moderately prosperous society in all respects will be attained next year.
The general trend of China’s economy in maintaining stable and long-term positive operation remains unchanged, according to a statement released after the bureau’s meeting, presided over by Xi Jinping, general secretary of the CPC Central Committee.
China will keep its economic growth within a reasonable range in 2020, with more “forwarding-looking, targeted and effective” policies, the statement said.
The nation will pursue a policy framework that allows macro policies to be stable, micro policies to be flexible and social policies to be more supportive. Also, countercyclical tools will be employed, the statement said.
The meeting stressed the need to win the three critical battles in 2020 to ensure absolute poverty will be eradicated across the country, the target for pollution prevention and control will be met and the systematic financial risks will be avoided.
While stepping up the building of the modern economic system, the country needs to boost high-quality development of agriculture, manufacturing and service industries, strengthen infrastructure construction and improve scientific and technological capabilities and innovation capacity, the statement said.
The meeting also urged efforts to intensify reforms of the economic system to build a new one that helps to promote higher-standard opening-up, according to the statement.
Reviewing this year’s economic situation, the meeting underlined that despite the mounting risks and challenges from both at home and abroad, China has maintained continuous and healthy socioeconomic development.
Supply-side structural reform has been intensified, new breakthroughs have been reached in scientific and technological innovation and people’s sense of gain, happiness and security have been improved. New and major progress has been made in achieving a moderately prosperous society in all respects, the statement said.
While presiding over a symposium convened by the CPC Central Committee on Wednesday to solicit opinions and suggestions on economic work from people not in the CPC, Xi said that to better accomplish economic work in 2020, additional efforts should be made to strengthen coordination and cooperation among various departments.
Xi stressed the importance of opposing formalism and bureaucracy in officials’ work and urged them to mobilize more resources in developing the economy and improving people’s livelihood.
He also called on those not in the CPC to help the Party and government build up social consensus and defuse social conflicts to increase momentum for the country’s reforms.
